Abstract

This study aims to describe and analyze cross-sector-collaboration in the development of the Old City of Surabaya, based on 6 indicators of cross-sector-collaboration according to the theory of Bryson. et.al (2015). These six indicators consist of previous general conditions (general antecedent), initial conditions, driving factors, and connecting mechanisms (Initial Condition, Drivers, and Linking Mechanism), collaborative processes, collaborative structures, endemic conflicts and tensions, accountability and outcomes. This study adopts a qualitative research method by combining primary and secondary data sources. Data is obtained through collection techniques such as observation, interviews, and documentation. The collected data will be analyzed through the stages of data reduction, data presentation, and drawing conclusions. The findings of this study indicate that cross-sector collaboration in developing the potential of heritage areas through Surabaya Old Town tourism has been going quite well. The collaboration that was carried out had a significant positive impact, such as increasing the number of tourist visits to Surabaya Old Town, increasing public awareness of the potential in the area. However, there are still several obstacles that occur during the collaboration process of developing the Old Town. This includes when the revitalization was first carried out, difficulties in conducting socialization to the community because the community initially did not accept the revitalization of buildings in the Old Town area, differences of opinion or opinion during coordination meetings often occur but this is not a major obstacle. This study confirms that while cross-sector collaboration in developing the Surabaya Old Town tourism area has achieved some success, there is still room for improvement. By overcoming these obstacles and continuing to evaluate future work plans related to Surabaya Old Town in order to provide a greater and more sustainable impact on the development of the Surabaya Old Town area.
