Abstract

This study aims to describe and analyze the implementation of Regional Regulation Number 2 of 2013 concerning the Arrangement and Empowerment of Street Vendors in the Pasuruan City Square Area, East Java and to find out the supporting and inhibiting factors. This research uses the theory of policy implementation from Van Meter and Van Horn (1975), which includes six main indicators, namely, Policy Standards and Objectives, Resources, Relationships between Implementing Organizations, Characteristics of Implementing Organizations, Economic, Social and Political Environmental Conditions, and Disposition. The method used in this research is descriptive qualitative method, with data collection techniques through field observations, in-depth interviews with informants from the Pamong Praja Police Unit (Satpol PP), the Industry and Trade Office, the Pasuruan City DPRD, the PKL Association, and Pasuruan City Square Street Vendors (PKL) and supported by documentation and study of related policy documents. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing. The research findings show that the implementation of Local Regulation No. 2/2013 in the Pasuruan City Square area has been carried out quite well, indicated by the clarity of standards and policy objectives, resource support in the form of cart assistance and training, and coordinative relationships between the Civil Service Police Unit, the Industry and Trade Office, the Pasuruan City DPRD, and the PKL association. However, the implementation of the policy has not been fully optimized because there are still traders who violate the rules, the limited number of Satpol PP officers in controlling and supervising, and the uneven understanding of traders of the contents of the applicable policy. Therefore, strengthening efforts are needed in terms of socialization, increasing the number of Satpol PP officers' capacity, and actively involving traders so that policy implementation can run more effectively and in accordance with the stated objectives.
