Abstract

Gresik Regency Government as stakeholder the main government has tried to encourage an increase in the number of people with disabilities entering the labor market. However, in reality, the efforts made have not yet fully run in accordance with existing policies. This can be seen from the uneven distribution of the workforce for people with disabilities in various sectors. This study aims to analyze the role of stakeholders and analyze inhibiting and supporting factorsstakeholder in the implementation of the policy of fulfilling equal employment opportunities for people with disabilities in Gresik Regency. By using Bryson's theory. This theory is seen from the level of interest and strength of the stakeholder grouped into four, namely Players, Contest Setters, Crowd, and Subjects. This study uses a qualitative research method, combining primary and secondary data sources. Data are obtained through collection techniques such as observation, interviews, and documentation. The collected data will be analyzed through the stages of data collection, data presentation, data reduction, and verification and drawing conclusions. The results of the study show that the Gresik Regency Manpower Office is included in the categoryplayer. Branch Leadership Council (DPC) Federation of Chemical, Energy, Mining, Oil and Gas and General Workers Unions (FSP KEP) Gresik Regencyand PT. Garudafood Putra Putri Jaya Gresik Regency is included in the category contest setters. Gresik Regency Social Services, DPC PPDI Gresik Regency and Disabled Workers are included in the category subjects. In its implementation, there are still several obstacles that cause the policy to not achieve its objectives optimally, such as low company response and minimal variety of jobs for people with disabilities.
