Abstract

The study aims to analyze the implementation of budget-based financial management strategies at SMA Muhammadiyah 2 Sidoarjo and their impact on operational expenditure efficiency. The research employs a descriptive qualitative approach using interviews, observations, and documentation studies. Data sources include financial reports, the school budget plan (RKAS), and interviews with the principal, treasurer, and relevant staff. Findings indicate that the financial management strategy isstructured in stages: planning, implementation, supervision, and evaluation. RKAS preparation involves stakeholders to ensure relevant and priority-aligned budget allocations. Monitoring is conducted through internal audits and digital technology to enhance transparency and efficiency. Regular budget evaluations enable the identification of non-productive expenditures and optimization of fund allocation. This approach has improved the school's operational efficiency, with efficiency indicators ranging from "moderately efficient" to "less efficient." Challenges include limited funds and alignment between actual implementation and budget plans. The study recommends enhanced financial management training for staff and the optimization of technology in budget management to support future improvements.
