Abstract

This study aims to analyze the influence of visionary leadership, digital governance, and digital competence on employee performance, with work efficiency as an intervening variable, in village governments in Sooko District, Mojokerto Regency. The population includes 124 employees from 15 village governments, with a sample of 95 respondents determined using Slovin’s formula with a 5% margin of error. A quantitative approach was employed, and data were analyzed using Structural Equation Modeling (SEM) with SmartPLS 3 software. The results reveal that: (1) visionary leadership significantly affects employee performance, (2) visionary leadership does not influence work efficiency, (3) digital governance does not affect employee performance, (4) digital governance does not influence work efficiency, (5) digital competence significantly affects employee performance, (6) digital competence significantly influences work efficiency, (7) work efficiency significantly affects employee performance, (8) visionary leadership does not influence employee performance through work efficiency, (9) digital governance does not influence employee performance through work efficiency, and (10) digital competence significantly affects employee performance through work efficiency. These findings highlight the importance of digital competence in enhancing both work efficiency and employee performance, suggesting the necessity of developing digital skills among village government employees. The lack of significant effects from visionary leadership and digital governance indicates the need for improvements in leadership practices and governance systems. This study contributes to a deeper understanding of the interplay between leadership, governance, digital competence, and performance within local government organizations, providing insights for policymakers and practitioners to enhance organizational effectiveness.
