Abstract

The Surabaya Food Security and Agriculture Office faces challenges due to the absence of an integrated system for calculating employee performance indicators. This hinders efficiency and effectiveness in performance management and data-driven decision making. Therefore, a system is needed to support administrative needs and employee performance management. This study utilizes the Rapid Application Development (RAD) method to accelerate the system development process. The Simple Additive Weighting (SAW) method is used to objectively calculate employee performance indicators, while the black-box testing method is applied to ensure all system functions operate as intended. The result of this research is a performance indicator calculation system specifically designed for the Surabaya Food Security and Agriculture Office. This system facilitates employee performance calculations and data management, improving efficiency and accuracy in performance management and public service delivery.
