Abstract
The research employs a quantitative approach with factor analysis, supported by SPSS version 29 software. Data was collected through questionnaires distributed to 35 respondents from various stakeholders, including contractors, supervising consultants, planning consultants, and project owners. The data analysis revealed that the dominant delay factors are prolonged material approval processes, changes in work scope during execution, frequent additional work, and incomplete identification of work types. These factors significantly contribute to project delays. To address these issues, the study recommends several mitigation measures, such as digitalizing administrative processes to accelerate material approvals, enhancing coordination among stakeholders to reduce conflicts and uncertainties, and conducting more thorough planning for additional work and work identification. Additionally, workforce training and the use of advanced project management technologies can improve project execution efficiency. This research aims to analyze the factors causing delays in the construction of Probolinggo City Square, a project that faced challenges during its execution and completion. Delays in construction projects often lead to negative impacts, including increased costs, time losses, and decreased project quality. Therefore, this study focuses on identifying dominant factors contributing to delays and proposing mitigation measures to minimize their effects. This research is expected to serve as a reference for construction project stakeholders, especially in managing delay risks. By implementing appropriate mitigation measures, construction projects can be more efficient in terms of time, cost, and quality, maximizing benefits for all parties involved
