Abstract
The Surabaya Gempol Toll Road Reconstruction Project, currently underway, is greatly benefiting road users in the East Java region as infrastructure aimed at boosting the national economy. The construction and rehabilitation of public facilities require effective and efficient project performance during their implementation. Common issues on the Surabaya Gempol Toll Road include traffic congestion and road damage such as cracks, potholes, and subsidence in certain areas. The increasing number of vehicles, especially heavy vehicles, passing through the toll road causes congestion at certain points. This condition often occurs at the toll exits or entrances and in the intersection areas, making the repair projects often disrupt the smooth flow of traffic. One method used to control the execution of repair or reconstruction work on the Surabaya Gempol Toll Road, in terms of cost and time management, is the Earned Value method. This method calculates the amount of cost and time according to the budget and plan for the work to be completed or executed, using indicators such as Actual Cost (ACWP), Earned Value (BCWP), and Planned Value (BCWS). The results of this study conclude that the Cost Performance in the project, as calculated in the third and fourth weeks, shows a positive Cost Variance (CV) and a Cost Performance Index (CPI) greater than 1, indicating that the project's total cost upon completion will be below the project's budget, amounting to Rp 3,604,129,717. Meanwhile, the Time Performance, as calculated in the third and fourth weeks, shows a negative Schedule Variance (SV) and a Schedule Performance Index (SPI) of less than 1, indicating a delay of 0.12 weeks. Thus, the total time required to complete the project is 7.12 weeks.
