Abstract

Based on Law Number 17 of 2023 concerning Health, article 4 paragraph (1) letter c which reads "Everyone has the right to receive safe, quality and affordable health services in order to achieve the highest level of health." As well as article 11 which states "The Central Government and Regional Governments are responsible for the availability and access to Health Service Facilities as well as Health information and education". The Surabaya City Government feels the need to improve health services for the wider community. The construction of the East Surabaya Hospital will face various challenges. So there is a need for risk management that pays attention to the environment and conditions of the surrounding community. Environmental Impact Analysis (AMDAL) is used as a basis for carrying out risk management so that work implementation can run in accordance with cost, time, quality and the environment surrounding the development. This research aims to identify and analyze the main risks associated with the construction of this hospital, evaluate its impact on project implementation, and formulate an AMDAL-based mitigation strategy. The research methodology uses a qualitative descriptive approach, collecting data through literature studies, interviews, and project document analysis. The SWOT and FMEA approaches are used to map risks comprehensively. The research results show that the main risks include technical design errors, delays in material delivery, as well as environmental impacts such as air pollution and waste management. Effective mitigation strategies include better technical planning, use of environmentally friendly technologies, and sustainable risk management. By implementing this strategy, it is hoped that the project can be carried out efficiently, on time, and provide maximum benefits for the community and the environment.
