Abstract

Public transportation plays a crucial role in supporting urban mobility and promoting sustainable economic development. One of the primary challenges in providing public transport is ensuring that services remain affordable for the public while operating efficiently and sustainably. In this context, fare subsidy policies serve as a strategic tool for governments to reduce public transport fares, making them more accessible to the wider community while ensuring operators can cover the necessary operational costs. Given this background and the challenges involved, analyzing the fare subsidy for Suroboyo Bus in relation to operational costs and fares is a relevant and strategic topic for research. This study aims to identify optimal subsidy policy strategies and recommend improvements in operational efficiency. With proper analysis, the Surabaya City Government can enhance the quality of public transport services, reduce traffic congestion, and encourage people to switch to public transport. Additionally, the use of technology in operational management will have a positive impact on service sustainability and more effective subsidy management. Based on the calculations, the operational cost of Suroboyo Bus is IDR 17,643 per kilometer, the average fare based on the WTP method is IDR 7,520 every passenger, while the ATP method indicates a fare of IDR 10,000 per trip/km. Additionally, the subsidy provided by the Surabaya City Government amounts to IDR 18,201,326,602 per year. These results show that the current Suroboyo Bus fare, as stipulated by the Mayor of Surabaya Regulation, remains more affordable than the public's ability and willingness to pay for using the Suroboyo Bus. Furthermore, this study suggests that the Surabaya City Government consider adjusting the Suroboyo Bus fare to improve services and expand routes in response to public demand.
