Abstract

Disasters are events that pose a threat and disruption to livelihoods and social life which can result in environmental damage, psychological impacts, loss of life and loss of property. Therefore, strategic management is needed in handling disasters. In this case, BPBD Sidoarjo Regency as implementer of the central government (BNPB) can use strategic management as a benchmark in developing structured policies, of course, in handling floods in Sidoarjo Regency. The aim of this research is to determine mitigation-based flood disaster strategy management and determine the factors that cause the success of flood disaster management strategies that have been implemented by the BPBD of Sidoarjo Regency. This research uses strategic management theory according to Wheelen & Hungler (2008). The research method used is a qualitative approach and descriptive research methods using observation, interview and documentation techniques. The results of this research are looking at the success factors of strategic management by BPBD in mitigating flood disasters in Sidoarjo Regency, seen from the SWOT analysis that has been made, namely the support from the community, the existence of cooperation or coordination with related parties and the existence of regulations or regional regulations that regulate mitigation. Flood disasters start from the pre-disaster, emergency response and post- disaster stages. Factors causing the failure of strategic management by BPBD in mitigating flood disasters in Sidoarjo Regency include lack of budget and limited human resources.
