Abstract

The Probolinggo – Banyuwangi Toll Road Development Project Package 3 is planned to reach progress of 46.60% by 21 July 2024, while realization progress is 39.16%, resulting in a minus deviation of -7.44%. Minus deviation means the work is experiencing delays in implementation. To prevent larger minus deviations, a project performance analysis that is suitable to the above problems is needed which focuses on cost and time analysis. The things analyzed using the earned value method are the three basic indicators BCWS (Budgeted Cost of Work Scheduled), BCWP (Budgeted Cost of Work Performance) and ACWP (Actual Cost of Work Performance), then the variance analysis value is Schedule Variance (SV) and Cost Variance (CV), then the performance analysis values, namely Schedule Performance Index (SPI) and Cost Performance Index (CPI), finally the Estimate Temporary Schedule (ETS), Estimate at Schedule (EAS), Estimate to Complete (ETC) and Estimated at Completion (EAC). From the variance analysis calculations, the value for Schedule Variance (SV) was IDR (-154,307,649,742.67), and Cost Variance (CV) was IDR 117,943,983,183.65. Meanwhile, for calculating the performance index, the Schedule Performance Index (SPI) value was 0.93 and the Cost Performance Index (CPI) was 1.06. The estimated time to complete the work is 859 days or 131 longer than the planned schedule. In terms of costs, it costs IDR 4,611,560,015,843.55 to complete the project on time or IDR 4,407,248,946,250.61 to pay fines if the project is still completed for 859 days
