Abstract

Time and cost issues are often challenges in project management, including the development of Jember Pulmonary Hospital. During the first phase, damages were identified that needed to be repaired simultaneously with the construction work of the second phase. This created technical difficulties as the second phase work depended on the repairs from the first phase. The above problems caused delays in the project. This study evaluates time and cost performance in the development of Jember Pulmonary Hospital using the Earned Value Method (EVM). After evaluating time and cost performance, a cost analysis was conducted to accelerate the work and align it with the planned schedule. Based on the analysis results, the construction of Jember Pulmonary Hospital showed a negative Schedule Variance (SV) and a Schedule Performance Index (SPI) below 1, indicating delays in the 23rd week, resulting in a 29-calendar-day delay. There was cost overrun with a negative Cost Variance (CV) in the 23rd week and a Cost Performance Index (CPI) below 1. Consequently, the estimated cost to complete (ETC) reached IDR 37,136,453,859.17, and the total project cost (EAC) amounted to IDR 80,722,862,343.01. The cost incurred for accelerating work in the construction of Jember Pulmonary Hospital was IDR 126,625,530.00.
