Abstract

The construction project of the ASN Apartment Building in Seram Bagian Barat Regency is part of the government's efforts to provide decent housing for state civil apparatus (ASN). The project was initially designed with a prototype of a 3-story linear apartment building. However, issues related to customary land arose because the initially planned location was found to be within an area considered sacred by the local community. This issue forced the developer to seek an alternative location, which took more than two months. Additionally, the relocation required a redesign of the building into a 2-story L-shaped structure to adapt to the new site's conditions. The Value Engineering (VE) method in the construction of the ASN Apartment Building in Seram Bagian Barat Regency aims to optimize project costs and time. This research focuses on identifying work items with high efficiency potential, such as floor slabs, stairs, walls, and formwork. The analysis process was carried out using the Work Breakdown Structure (WBS), Function Analysis System Technique (FAST), and data-based simulation to evaluate the impact of cost savings. The application of value engineering in the construction project of the ASN Apartment Building in Seram Bagian Barat Regency, Maluku Province, particularly for foundation formwork structure and sloof work, demonstrates that the knock-down formwork system can be employed due to its many advantages in terms of time efficiency. It is faster compared to conventional formwork. Additionally, it offers a cost efficiency of IDR 414,128 for the knock-down foundation system, which is superior with a usage lifespan of 20 cycles.
