Abstract

About 62% of Indonesia's territory is ocean. Indonesia has marine resource potential. The fisheries sector is one of the country's foreign exchange earners. Watu Ulo Beach is located in Jember Regency, which is in the southern expanse of the sea. Watu Ulo Beach is used by fishermen to replenish supplies for catching fish in the sea. The Regional Government intends to build a fishing port in Watu Ulo to support fishermen in carrying out fishing activities. This research carries out an investment analysis in the construction of the Watu Ulo fishing port by analyzing the finances and sensitivity to determine whether or not the fishing port is feasible to build. In the calculations, three scenarios were created, namely a pessimistic scenario, a moderate scenario and an optimistic scenario for the income value. To analyze it, use the Future Value (FV) and Life Cycle Cost (LCC) methods to find out the projected costs if built in the next year. Apart from that, it also analyzes finances using the Net Present Value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), Payback Period (PP) methods. Then after that a sensitivity analysis was carried out on the value of income and operational costs. It is hoped that these results will provide an overview for local governments regarding the potential resulting from the development of the fishing port. Based on the results of financial analysis calculations and appropriate sensitivity analysis, namely the moderate scenario and the optimistic scenario. For the moderate scenario with an investment life of 25 years, with an NPV value of Rp. 505,817,875.00. IRR 9.68%. BCR 1.514. PP 14 Years. With a sensitivity value of -39.96% for revenue value and +22.67% for operational costs. And an optimistic scenario with an investment life of 15 years, with an NPV value of Rp. 16,042,456,566.00.
