Abstract

Strong, quality infrastructure plays a key role in economic growth and improving people's quality of life. Delays in such projects can lead to increased environmental risks, infrastructure damage, and even threaten the safety of local communities. This study aims to analyze the factors affecting construction project delays, the assessment of service users in this case the owner of the performance of the implementing contractor, as well as the performance of the Implementing Contractor in the Gunung Tabur sheet pile construction activities of the Berau Regency Government, based on the assessment of service users (owner). The research method used is quantitative. The population of this study amounted to 68 respondents. The sample selection was carried out through the simple random sampling method, so that the number of samples used in this study was 40 respondents. This research focuses on the subject which is a sheet pile construction project in Gunung Tabur. Data analysis involves validity, reliability, Square Test, Rank Analysis, and hypothesis testing. The results of the research analysis show that project delays are influenced by factors such as material availability, understanding of design specifications, risk identification, labor force, regulatory changes, environmental conditions, time planning, progress monitoring, implementation process, project budget, cost control, and human resource management. Design factors, external disturbances, performance implementation factors, and coordination and communication proved to have a significant influence on project delays. The project owner's assessment of the performance of the contractor for the Gunung Tabur sheet pile construction in Berau Regency showed a low level of satisfaction, providing a strategic overview in improving the effectiveness of construction projects in the region. The assessment of contractor performance involves aspects of project delay, job quality evaluation, budget management, resource optimization, coordination, and sustainable construction practices.
