Abstract

Project delays are often a source of disputes and demands between owners and contractors, so delays will be very expensive. The contractor will be subject to penalty fines in accordance with the contract and will also experience overhead costs while the project is still ongoing. From the owner's side, project delays will have an impact on reducing income due to delays in operating the facility. In the construction of the Surabaya Open University Distance Learning Program Unit building phase II, cost and time performance will be analyzed using the earned value method to measure project performance by comparing the actual value and costs with the costs that should be incurred. Based on the results of the Earned Value Method (EVM) analysis, the estimated costs incurred until the project is completed is IDR. 73,908,443,223.09 and the estimated time required for the project to be completed is 53 weeks.
