Abstract
There are 5.354 MBR who applied to live in Rusunawa and have entered the waiting list until 2.022, thus encouraging the Surabaya City Government to provide Rusunawa as an effort to fulfill housing needs for MBR, one of which is in Tambak Wedi Village, Kenjeran District, Surabaya Citty. This research aims to determine the amount of investment receipts and the limits of acceptance so as to minimize risks in Rusunawa investment activities in Tambak Wedi Village and determine the parameters that influence this investment. The research results show that the Medium Rates Structure 1, Lower Rates Structure 1, and Lower Rates Structure 2 are considered feasible if analyzed based on the Net Present Value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), and Payback Period (PP) but the Medium Rates Structure 2 and Upper Rates Structure were declared unfeasible. Sensitivity analysis on Medium Rates Structure 1 is declared feasible and quite sensitive if there is a decrease in residential unit rental rates of 18,77% or an increase in management costs of 5,67% or a decrease in management cost subsidies of 8,95%. The Medium Rates Structure 2 is declared feasible and quite sensitive if there is an increase in residential unit rental rates of 0,86% or a decrease in management fees of 0,34% or an increase in management fee subsidies of 0,70%. The Lower Rates Structure 1 is declared feasible and quite sensitive if there is a decrease in residential unit rental rates of 104,21% or an increase in management costs of 15,78% or a decrease in management cost subsidies of 17,83%. The Lower Rates Structure 2 is declared feasible and quite sensitive if there is a decrease in residential unit rental rates of 65,21% or an increase in management costs of 12,78% or a decrease in management cost subsidies of 15,77%. The Upper Rates Structure is declared feasible and quite sensitive if there is an increase in residential unit rental rates of 26,81% or a decrease in management costs of 18,58%.
