Abstract

Sidoarjo Regency is one of the regions with a relatively high prevalence of stunting cases in East Java Province. According to Undang-Undang Nomor 52 Tahun 2009 on Population Development and Family Development, the National Population and Family Planning Board (BKKBN) is responsible for implementing the Population, Family Planning, and Family Development (KKBPK) program, which was reintroduced at the end of 2019 as the Bangga Kencana program. Bangga Kencana, an abbreviation for Family Development, Population, and Family Planning Program, is a national initiative by the Central BKKBN aimed at creating quality families through planned generations. The Bangga Kencana program in Sidoarjo Regency is a collaboration among several related stakeholders, including the Women's Empowerment, Child Protection, and Family Planning Office (DP3AKB) of Sidoarjo Regency, the Sidoarjo Regency Health Office, the Family Welfare Movement (TP) PKK of Sidoarjo Regency, and PT. Angkasa Pura I Juanda Surabaya. This research is qualitative descriptive, with data collected through interviews and direct field observations. Findings indicate that, based on G. Edward DeSeve's eight indicators of successful collaborative governance, the Bangga Kencana program has incorporated almost all eight indicators. It is said to be nearly complete because the collaborative governance implementation in Sidoarjo Regency’s Bangga Kencana program has met seven out of the eight indicators, with the exception of the Networked Structure indicator. The seven well-fulfilled indicators include Commitment to a Common Purpose, Trust among Participants, Governance Commit to User, Access to Authority, Distributive Accountability/Responsibility, Information Sharing, and Access to Resources. Additionally, the implementation of collaborative governance in the Bangga Kencana program in Sidoarjo Regency faces both supporting and inhibiting factors. Supporting factors include active participation from all involved agencies and well-structured work distribution and harmonization among agencies. Inhibiting factors are less stringent regulations, misdirected assistance, lack of data updates in the field, insufficient community participation, and limited region budgets.
