Abstract

This study aims to describe and analyze the implementation of the policy of Presidential Regulation Number 21 of 2017 in the Sustainability of Lapinod Sidoarjo Mud Control, which is based on 4 variables of Policy Implementation according to George C. Edward III's Theory. These four variables consist of Communication, Resources, Disposition, Bureaucratic Structure. This study uses a qualitative research method, combining primary and secondary data sources. Data were obtained through collection techniques, namely observation, interviews, and documentation. The collected data will be analyzed through the stages of data collection, data presentation, data reduction, and drawing conclusions. The findings of this study indicate that the Implementation of Presidential Regulation Policy Number 21 of 2017 in the sustainability of Sidoarjo Lapindo mudflow control has been running quite well. The policy has had positive impacts such as raising the mud embankment, diverting mud to the Porong River, improving infrastructure, resolving social problems and conducting further research related to the minerals contained in the mud so that it can have the potential to be utilized as a resource. However, there are still obstacles that need to be overcome in order to increase the optimization of the positive impact of the policy. This study confirms that while the Sidoarjo mudflow control policy has achieved some success, there is still room for improvement. By overcoming various obstacles and continuing to evaluate and adjust to the dynamics and evolving needs, it is hoped that this policy can provide more optimal and sustainable benefits for the community around the area.
