Abstract
Permasalahan sampah di Kota Bima terus meningkat seiring pertambahan jumlah penduduk Kota Bima. Munculnya PERDA Kota Bima No.3 Tahun 2018 tentang pengelolaan sampah merupakan bentuk upaya pemerintah Kota Bima dalam menujukan keseriusannya untuk pengelolaan sampah. Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis Implementasi Kebijakan dan Model Implementasi Kebijakan Pengelolaan sampah di Kota Bima melalui DLH Kota Bima. Metode penelitian ini adalah Kualitatif dengan tehnik pengumpulan data menggunakan observasi,wawancara dan dokumentasi serta hasilnya dianalisis dengan deskriptif kualitatif. Hasil penelitian menunjukan bahwa:(1)Implementasi kebijakan pemerintah Kota Bima dalam pengelolaan sampah masih belum optimal disebabkan karena dari perencanaan dan pelaksanaannya masih ada yang belum dijalankan yaitu pengurangan sampah dimana belum dilakukan secara maksimal seperti pembatasan timbulan pendauran ulang , pemanfaatan kembali sampah. Dalam hal penanganan sampah baru dilakukan dengan pengumpulan, pengangkutan dan pemrosesan akhir sampah, sedangkan untuk pemilahan dan pengolahan masih belum dilakukan oleh DLH Kota Bima.(2)Model implementasi kebijakan pengelolaan sampah di Kota Bima menunjukan bahwa kinerja program belum berhasil sesuai dengan apa yang diharapkan dikarenakan pertama belum ada kesesuaian antara program kebijakan pengurangan dan penanganan sampah dengan pemanfaat, disebabkan keinginan masyarakat Kota Bima untuk hidup bersih dan sehat belum terciptakan. Kedua belum ada kesesuaian antara kelompok pemanfaat dengan organisasi pelaksana dikarenakan DLH Kota Bima dan masyarakat Kota Bima masih kurang bertanggung jawab dalam hal pengelolaan sampah. Selain itu masyarakat belum siap menerima kebijakan ini. dilihat masih sangat rendahnya partisipasinya. Ketiga belum ada kesesuaian antara organisasi pelaksana dengan program dikarenakan DLH belum melaksanakan sepenuhnya tugasnya dalam mengimplementasikan program pengurangan dan penanganan sampah. Kata Kunci: Analisis, Kebijakan, Sampah, Pengelolaan Sampah.
