Abstract

The Forestry Department is tasked with administering certain aspects of provincial government affairs in the forestry sector based on the principles of autonomy, deconcentration, and co-administration, as well as other duties in accordance with policies established by the Governor under applicable laws and regulations. According to East Java Governor Regulation No. 84 of 2016, the Forestry Department serves as the implementing entity for government affairs in the forestry sector. It is led by the Head of the Department, who operates under and reports to the Governor through the Regional Secretary of East Java Province. The organization continues to face challenges, including a decline in employee morale due to the rapid advancements in information technology, which are becoming increasingly sophisticated. Furthermore, communication levels and employee well-being remain relatively suboptimal. This study was conducted to address these gaps and develop a model incorporating employee well-being as an intervening variable, a topic that has received limited attention, particularly for civil servants (ASN) in the forestry sector. The aim of this research is to examine the influence of agile leadership, resilience, and technology sensing on employee performance, with employee well-being as an intervening variable, among Civil Servants (ASN) in the Forestry Department of East Java Province. This study employs a quantitative research method, utilizing primary data collected through questionnaires. The population consists of all civil servants (ASN) in the Forestry Department of East Java Province. Respondents were selected using a saturated non-probability sampling method, resulting in a total of 83 respondents. Data analysis was conducted using descriptive analysis and SEM-PLS analysis. The findings indicate that agile leadership, resilience, and technology sensing have a positive and significant effect on employee performance through employee well-being among Civil Servants (ASN) in the Forestry Department of East Java Province.
