Abstract

This research analyzes the organizational communication strategy implemented by the University of 17 August 1945 (Untag) Surabaya in achieving superior accreditation. With a qualitative approach, data is collected through interviews with key stakeholders, such as the Chancellor, Vice Chancellor, Head of the Quality Assurance Agency, and Dean. This research emphasizes the application of three main types of communication; top-down, bottom-up, and horizontal as well as challenges in their implementation. The research results show that top- down communication plays an important role in establishing policies and providing space for innovation for units, faculties and study programs, while bottom-up communication is used to collect input from staff, lecturers and students. Horizontal communication supports coordination between faculties and study programs to ensure alignment and collaboration. Challenges faced include rapid regulatory changes, limited information time, and data management efficiency. However, the university managed to overcome this by building a culture of inclusive communication, transparency and collaboration. Overall, the communication strategy implemented not only involves leaders in setting direction, but also ensures the active participation of all elements of the organization to achieve superior accreditation, which contributes to the development of organizational communication theory in higher education.
