Abstract
State administrators have an important role in realizing the ideals of the Indonesian nation’s struggle. It is stated explicitly in the 1945 Constitution that what is very important in governmentand in terms of the life of the country is the spirit of state administrators and government leaders, there for state administrators and the legal rules contained in the law. Seeing this, the government created an instrument designed to anticipate the occurrence of moral deviation or corruption among government officials, namely the Asset Declaration. The instrument instills the general principles of proper government as statedin Article 3 of Law Number 28 of 1999 concerning the Administration of a State that is Clean and Free from Corruption, Collusion and Nepotism. Indirectly, this regulation can form state officials who have responsible, fair and honest character and mentality This research with the title “Requirements for Submitting Asset Reports by State Administrators to Realize Good and Clean Governance” aims to 1) Legislative Ratio is the obligation for State Administrators to submit LHKPN in Law Number 28 of 1999 concerning State Administration that is Free from Corruption, Collusion and Nepotism 2)analyze forms of strengthening regulation reagrding the implementation of the obligation to submit LHKPN that can be implemented so that the regulations for submitting LHKPN are more adhered to by State Administrators. This research is normative legal research. The approach used in this research consists of a statutory approach and a conceptual approach. Types and sources of legal materials used are primary legal materials, secondary legal materials and tertiary materials. The results of this research are 1) Mechanisme and Sanctions contained in the Report on the Results of State Officials Wealth, which discusses the State obligation to Submit LHKPN by State Officials to realize Good and Clean Good Governance, and law enforcement efforts in State Officials Asset Reports
