Abstract
Indonesian tourism is a sector that has great potential to be used as a driving force for the country's economy, especially for a region. Organizing tourism is very important in regional development. One of the efforts to develop tourism based on culture and local wisdom is the packaging of local culture in the form of festivals such as the Serang Culture Festival and the traditional larung offering ceremony which is held every year in Serang Village, Blitar Regency. Serang Village itself is a tourist village located in the southern region of Blitar Regency. This cannot be separated from the fact that tourism activities are indeed multidimensional activities and are labor-intensive industries with varying qualifications, ranging from low to high. The Serang Beach tourist attraction has a role in increasing job opportunities and business opportunities for the surrounding community. This research was conducted to compile research with the title "Policy Analysis on the Local Wisdom-Based Tourism Village Development Program in Serang Village, Blitar Regency" with the aim of analyzing policies on the local wisdom-based Tourism Village Development Program in Serang Village, Blitar Regency. This research uses the Tourism Development component according to J. Christopher Holloway with the 3 A concept: Attractions, Amenities, Accessibility. The research method used is a qualitative method, namely a research method that describes and analyzes phenomena, events, beliefs, attitudes and social activities of individuals and groups with data sources through primary data and secondary data. The technique used for analysis is the SWOT matrix technique. This research produces various strategies that can be implemented, namely including the S-O, S-T, W-O, W-T strategies, thereby producing suggestions that can be used to develop the potential of tourist villages in Serang Village, Blitar Regency.
