Abstract

Road construction is a very important thing as the main supporter of economic dynamics and activity both at the center and in the regions. Road construction also has strategic benefits for economic growth, community income, social benefits and economic benefits received by the community. For this reason, the author examines the existence of infrastructure in the West Surabaya area. The aim of this research is to determine the extent to which development infrastructure planning in the West Surabaya area can run effectively and efficiently. By using qualitative methods, the data collected comes from direct observation, interviews and documentation, with a qualitative descriptive research type through observation to describe and find out directly related to infrastructure development planning in the West Surabaya area of the Surabaya City Government Service. The results of the research show that there are 4 factors that influence the success of road infrastructure development planning in the West Surabaya area, namely: communication factors, adequate resources and which play an important role in the success of infrastructure development planning, such as human resources, financial resources and equipment resources, the disposition of employees. policy actors and organizational structure, division of authority, organizational relationships with external organizations
