Abstract

Ecotourism is a tourist trip aimed at environmental conservation and the welfare of local communities. It can expand across all tourism sectors, providing important economic and social benefits. With an increasing population, the impact of ecotourism is becoming an important issue in sustainable development, creating job opportunities and supporting new businesses. Ecotourism management is currently carried out by local communities who are committed to environmental conservation. Policy evaluation is needed to assess the success of the policy and determine aspects that need to be improved. According to Dunn's policy evaluation theory, there are three approaches: quasi-evaluation, formal, and theoretical decision processes. Policy evaluation is important to ensure that ecotourism development policies run well, for example by increasing local community income and preserving the environment. Kulati Village, recognized as a tourist village since 2016, has several popular tourist attractions such as Huntete Beach, Hongaha Beach, and Ampombero Cliffs. However, some tourist attractions such as Liang Kuru-Kuri are still underdeveloped. Ecotourism development in Kulati Village faces several obstacles, such as unclear land status, facilities that need to be repaired, and inadequate road infrastructure. The Kulati Village Government is trying to develop ecotourism through various programs, including women's economic training and integrated waste management. However, tourism management in Kulati Village has not been optimal in encouraging community economic improvement. More appropriate policies and active community participation are needed in planning, organizing, implementing and supervising ecotourism development to achieve the goal of improving the regional economy and community welfare.
