Abstract

This study aims to identify and analyze the communication strategies of the Surabaya Metropolitan Police in preventing and addressing the phenomenon of illegal street racing on Ahmad Yani Street, Surabaya. The research analyzes the content of 10 news articles from various online media outlets, including Surabaya Disway, Surabaya Pagi, Suara Surabaya, Mili.id, IDN Times, Antara News, Memorandum Disway, Viva, Motorplus Online, and Surabaya Kompas, over the period from September 10 to December 252023. This study utilizes the diffusion of innovations theory to understand how the communication strategies and innovations implemented by the Surabaya Metropolitan Police are disseminated and adopted by the public. The research method employed is quantitative content analysis, aiming to measure the frequency and patterns of keywords and themes that appear in the news articles. Data were analyzed using SPSS version 29, which allows for effective statistical data processing to achieve valid and reliable results. The findings indicate that the communication strategies of the Metropolitan Police, which include routine patrols, raids, and community education, have varying levels of effectiveness in reducing the phenomenon of illegal street racing. Keywords that frequently appear in the statements of the Metropolitan Police include "routine patrols," "raids," and "community education." It is hoped that the results of this study can provide relevant recommendations to enhance law enforcement strategies and more effective communication in tackling illegal street racing in Surabaya.
