Abstract

Drugs are a serious problem that has a broad impact on health, the economy and national security. Even though there are already laws that regulate it, such as Law no. 35 of 2009 concerning Narcotics, drug abuse in Indonesia remains high. The city of Surabaya is one of the areas with a significant level of abuse. This research examines the implementation of the Prevention Program for Eradicating Drug Abuse and Illegal Trafficking (P4GN) in Surabaya. This aims to understand how the program is run and the factors that help or hinder its success. The type of research used is descriptive with a qualitative approach, the research focuses on the policy implementation model according to Marilee S. Grindle, namely policy content and implementation environment. Even though there has been a decline in the number of drug users in Surabaya, challenges such as limited resources still exist. The P4GN program involves many stakeholders and uses various strategies. To increase effectiveness, outreach, coordination, resource development, and community involvement need to be improved. Researchers concluded that although this program has achieved some success, there needs to be continuous efforts and improvements to achieve the goal of eradicating drug abuse and trafficking in Surabaya.
