Abstract

The development of village potential is an important aspect of improving the quality of life and economic development of rural communities in Indonesia. Law No. 6/2014 on Villages provides an understanding that the paradigm of village development has changed from "Village Development" to "Village Development", where "Village Development" makes the village the subject of development that can plan, implement, and empower its own community. Therefore, the government through the Ministry of Villages and Transmigration (Kemendesa PDTT) instructs that the assessment of the progress of each village development refers to the IDM (Village Development Index). The purpose of this research is to analyze the evaluation of the implementation of village potential development based on Social Resilience, Economic Resilience, and Environmental Resilience on the Village Development Index in Candipari Village, Sidoarjo Regency. The research method used is a qualitative method with reference to the evaluation theory of William N. Dunn (2003). From the results obtained, the village has not been able to maximize the elements of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy towards social, economic, and environmental resilience in the Village Development Index.
