Abstract

The development of a heritage tourist attraction cannot be separated from community participation in it. One tourist attraction that needs to be continuously developed is the Kalimas Boat Tour which is located in the center of Surabaya. The Kalimas River is a historic river during the Dutch era. As time goes by, the Kalimas river has gradually become a boat tourist attraction where people can enjoy the beauty of the city of Surabaya and can also see historical buildings around the Kalimas river. This research discusses community participation in increasing Kalimas boat river tourism as an effort to develop heritage tourism in the city of Surabaya. The aim of this research is to identify forms of community participation in increasing Kalimas boat tourism as an effort to develop heritage tourism in the city of Surabaya. The theory used is the participation theory from Cohen and Uphof 1977, where there are 4 stages in participation, namely participation in planning, participation in implementation, participation in utilizing results and participation in monitoring and evaluation. The method used in the research is a descriptive qualitative method with an interview, observation and documentation approach. The results of this research are that community participation in the development of Kalimas boat tourism has been very good, as can be seen from the increase in the number of tourist visitors every year. In the 4 stages of participation, it can be seen that the community is not involved in planning. In planning, the community is only involved in the form of suggestions and also from the monitoring and evaluation stages, the community is also involved, but only in the form of suggestions, whereas in terms of implementation, the community is really needed here in the form of the energy it contributes, which is very useful for developing Kalimas boat tourism and in utilizing the results, the community really enjoys it. With the existence of the Kalimas boat tourist attraction, it can be seen from an increase in its economic aspect.
