Abstract

This research is based on the phenomenon of decreasing number of tourist visits to the East Java Cultural Park UPT from 2018 to 2023. The aim of this research is to identify problems, formulate and analyze development strategies for the Cultural Park UPT to increase tourist visits. The method used is descriptive qualitative, because the author wants to describe the state of the research object based on existing facts. Data and information regarding UPT Taman Budaya was obtained from primary and secondary data. Primary data was collected through interviews with the Head of the Administration Section, the Head of the Publication Documentation Section, and three visitors. Data collection techniques include interviews, direct observation, and documentation. By using the concept of SWOT analysis (Strengths, Weakness, Opportunities, and Threats), the results obtained from this research are support that maximizes internal strengths to take advantage of the opportunities available at UPT Taman Budaya is the right step. Then, based on the SWOT Matrix, the appropriate strategy is using government facilities to support quality arts and culture programs, improving digital technology to support access and promotion of cultural events, collaborating with external parties to improve the quality of cultural tourism attractions, utilizing leased building facilities to improve regional original income budget (PAD). Apart from that, the results of the analysis and discussion can be concluded that the UPT Taman Budaya can be developed using attractiveness aspects, amenity aspects, accessibility aspects, supporting facilities aspects as well as information centers and institutional aspects.
