Abstract

Bureaucratic reform aims to improve and improve the quality of public services. One way to achieve this is by adopting dynamic approach to government. This approach focuses on dynamic governance. In Indonesia, one application of bureaucratic reform in administrative services is in the East Java region, namely Surabaya. In Surabaya there is a Population and Civil Registration Service for administrative population registration. The Surabaya city government needs to adopt the concept of dynamic governance as a reference and governance structure. The concept that allows the government and its policies to be able to make adjustments to uncertain situations and be faced with various changes that occur has the aim of ensuring that the policies issued by the government remain relevant, effective and efficient for long-term goals. While the problem currently faced is that technology is increasingly sophisticated, but the population in Surabaya is still varied, so it is a challenge for the Surabaya Population and Civil Registration Department in improving services that can be accessed by all levels of Surabaya society.
