Abstract

Narcotics are substances or drugs that can cause dependence effects and harm individuals who consume them. Drug abuse by teenagers can have a long-term negative impact. This research aims to explore the communication strategy of P2M BNN Surabaya City in preventing drugs among teenagers. This research uses a descriptive qualitative approach with qualitative data analysis techniques that include data reduction, data display, and conclusion drawing. The data in this study were collected through interviews and observations with the research subjects, namely the P2M Division staff of BNN Surabaya City and teenagers who have been BNN audiences as supporting sources. The results of the study show that the P2M communication strategy of BNN Surabaya City implements four stages: Fact Discovery, Planning, Action & Communication, and Evaluation. The P2M Division of BNN Surabaya City conducts fact finding by identifying the causes of teenagers abusing drugs, planning is done by developing appropriate messages and using relevant media, action & communication is done by using various media platforms to disseminate information, and evaluation is done by giving a post-test to assess the effectiveness of counseling. Although this strategy is effective in raising adolescents' awareness about the dangers of drugs, there are barriers such as limited personnel and challenges in achieving a conducive atmosphere during counseling. Therefore, more innovative and adaptive communication strategies are needed.
