Abstract

The waste problem has become one of the pressing environmental problems, every day thousands of tons of waste are produced by society, creating major challenges for the environment and human health. This waste comes from various sources and is increasing along with population growth and urbanization. In the midst of this increasing waste problem, one effort to overcome this problem is through waste management using the 3R concept (Reduce, Reuse, Recycle) through waste banks which is in line with the Sustainable Development Goals (SDGs) at point 12 Responsible Consumption and Production. The waste problem at the location is that waste management is not yet optimal because there is still a lot of waste being thrown around the community, as well as the high volume of waste entering the landfill, as well as a lack of public awareness about the importance of waste management. At this location there is a Main Waste Bank which has the name Bank Sampah Induk Surabaya (BSIS) founded by Yayasan Bina Bhakti Lingkungan, this waste bank focuses on programs and providing educational services and waste management services. This research aims to identify and analyze the implementation of waste management policies as an effort to implement Sustainable Development Goals (SDGs) in Mulyorejo City District based on Surabaya City Regional Regulation No. 1 of 2019 concerning Waste Management and Cleanliness in the City of Surabaya. This research uses a qualitative descriptive method which shows that the policy has been running well, indicating that it has been successful, this is assessed using the Van Meter and Van Horn theory
