Abstract

Suroboyo Bus is a mode of public transportation in the form of a bus provided by the Surabaya City government through the Surabaya City Transportation Service which is handed over to UPTD PTU as the bus manager. The aim of this research is to evaluate the implementation of policies related to Suroboyo Bus public transportation in reducing congestion in the city of Surabaya. The research method used is a descriptive qualitative method which aims to provide a factual, systematic and accurate description of the phenomena that occur. This research examines several main aspects, including the effectiveness of service time, accessibility, comfort, cost integration efficiency, reliability, adequacy of fleet numbers, coverage distribution, responsiveness to community satisfaction, and target accuracy. The research results show that although Suroboyo Bus has succeeded in providing comfortable and cheap public transportation services, there are still several obstacles such as limited fleet numbers, limited routes, and the problem of long waiting times. Conclusion of Perwali Surabaya policy no. 81 of 2021 concerning the Transportation Sector (Suroboyo Bus) in Reducing Congestion in the City of Surabaya can be said to still have many notes that must be considered. This policy is considered to still require an evaluation process in order to optimize public transportation services in Surabaya which are considered very good. It is felt that effectiveness indicators still have many records, efficiency indicators also still have many records, adequacy indicators are felt to still be less than optimal, adequacy indicators also still have records, leveling indicators are considered not optimal, responsiveness indicators and feedback from the public are still many who are not satisfied with the policy the. Then the accuracy indicator also has important notes for optimal public transportation services in Surabaya. Suggestions from this research include increasing the number of fleets and routes, improving bus stop facilities, as well as integrating public transportation with other modes of transportation such as train stations, airports and ports. Socialization regarding the benefits of using public transportation also needs to be increased to reduce the use of private vehicles and reduce congestion in the city of Surabaya.
