Abstract

This study aims to describe and analyze the quality of democracy in the implementation of simultaneous Village Head elections in Panceng District, Gresik Regency, which is based on the 2 main dimensions of the quality of democracy according to Leonardo Morlino (2002) combined with indicators and elements from the IDI (Indonesian Democracy Index) to increase the relevance of the theory to the case study in this research. The indicators consist of freedom, equality, and democratic institutions.This research adopts a qualitative research method, combining primary and secondary data sources. Data is obtained through collection techniques such as observation, interviews, and documentation. The collected data will be analyzed through the stages of data collection, data presentation, data reduction, and conclusion drawing. The results showed that in Panceng Subdistrict, the quality of democracy, especially in the context of simultaneous village head elections, is still not good and not optimal, there are deficiencies in the aspects of democratic institutions that are still very vulnerable in their performance as law enforcers and supervisors of activities, because there are still many violations of Black Campaign in various forms found. Recommendations are made to improve the performance of democratic institutions, especially in reinforcing applicable laws and regulations and fostering a sense of community concern for good democracy through counseling and education. With these recommendations, it is hoped that it can prevent the occurrence of more Black campaign practices and improve the quality of democracy in Panceng District, Gresik Regency.
