Abstract

Kota Surabaya, sebagai salah satu kota metropolis yang memiliki kekurangan obyek wisata alam, telah berupaya untuk mengembangkan destinasi-destinasi wisata buatan. Salah satu contoh adalah Jurang Kuping, yang terletak di Kecamatan Pakal, Kota Surabaya. Jurang Kuping memiliki ciri khas yaitu adanya pohon siwalan yang tumbuh di sekitarnya. Namun, destinasi ini mengalami perubahan fungsi dari destinasi wisata alam menjadi area prostitusi dan warung minuman keras. Faktor-faktor yang menyebabkan perubahan fungsi tersebut antara lain tidak adanya perawatan atau perbaikan serta pengawasan terhadap fasilitasnya, ketidaktegasan penegak hukum, serta kurangnya pekerjaan tetap bagi penduduk setempat. Pemerintah Kota Surabaya telah menetapkan rencana pembangunan untuk mengembangkan destinasi ini menjadi waduk resapan air, sarana olahraga, arena bermain anak, sentra PKL, dan fasilitas perahu kecil. Tujuan pengembangan tersebut adalah untuk meningkatkan kunjungan wisatawan dari Surabaya maupun luar daerah.
