Abstract

Permukiman nelayan merupakan lingkungan tempat tinggal dengan sarana dan prasarana dasar yang sebagian besar penduduknya merupakan masyarakat yang memiliki pekerjaan sebagai nelayan dan memiliki akses dan keterikatan erat antara penduduk permukiman nelayan dengan kawasan perairan sebagai tempat mereka mencari nafkah, meskipun demikian sebagian dari mereka masih terikat dengan daratan. terlihat konsep eco-settlements mengarah pada pencapaian nilai ekologis. Dalam penerapannya konsep ini harus mengharmonisasikan tiga pilar berkelanjutan yaitu sosial, ekonomi, dan ekologi. Dimana pada Kawasan Bulak ini memiliki potensi yang besar, terutama dalam sektor wisata. Kawasan yang berada di area wisata kota Surabaya menjadikan kawasan permukiman nelayan Bulak ini dapat menjadi wisata baru dan pendukung bagi wisata di sekitarnya. Dengan berbagai kearifan lokal dan kehidupan nelayan sehari-hari yang dapat menjadi daya tarik tersendiri bagi kawasan ini. Pendekatan eco-settlement berfungsi sebagai pijakan dalam mencapai permukiman yang ekologis melalui 3 pilar ekologi, sosial dan ekonomi dengan dukungan dan kerja sama dengan institusi. Eco-settlement memiliki kriteria yang mengacu pada prinsip arsitektur ekologis, yang diharapkan dapat menciptakan permukiman nelayan yang berkelanjutan. Dengan menggunakan metode penelitian deskriptif kualitatif serta pengumpulan data. Maka didapatkan hasil dimana lingkungan peermukiman nelayan Bulak masih memiliki permasalahan pada elemen ekologi yaitu: ekologi, ekonomi dan sosial. Selain itu permasalahan penggunaan lahan yang masih belum sesuai dengan peraturan daerah yang ada.
