Abstract

Adanya industri kelautan menjadi salah satu pendorong adanya pertumbuhan ekonomi, peningkatan pendapatan daerah, memberdayakan perekonomian masyarakat, memperluas lapangan pekerjaan, dan dapat menjadi ajang promosi pemasaran maupun pengenalan produk lokal. Permukiman nelayan di Trenggalek memiliki suatu permasalahan yang cukup membutuhkan penanganan. Mulai dari permasalahan rendahnya tingkat kesejahteraan masyarakat nelayan hingga kualitas lingkungannya. Tingkat kesejahteraan masyarakat nelayan yang cukup rendah dapat dilihat dari hunian dan lingkungan yang ditinggalinya. Banyak faktor yang menyebabkan ketidaklayakan seperti penumpukan aktivitas, kurangnya sarana prasarana dan penyalahgunaan lahan. Hampir sebagaian besar permukiman di Desa Tasikmadu khususnya untuk Dusun Ketawang membangunan hunian mereka di lahan yang tidak sesuai dengan peruntukannya. Hal ini tentunya akan mengganggu kebijakan yang telah ditetapkan. Selain itu masih banyak masyarakat kampung nelayan yang membuang sampah ke laut dengan persepsi akan menghilang bersama arus laut serta terjadinya penumpukan aktivitas akibat dari kurangnya fasilitas penunjang kenelayanan. Oleh karena itu suatu kondisi permukiman sangat berdampak pada kualitas produktivitas penghuninya. Artikel ini bertujuan untuk melakukan peningkatan kualitas hunian pada permukiman nelayan dengan melalui program relokasi permukiman. Metode pengumpulan data yang digunakan adalah deskriptif kualitatif, yaitu pengamatan langsung di lapangan dan melaksanakan analisis terhadap hal-hal yang relevan dengan permasalahan. Pengumpulan data dilaksanakan dengan melakukan observasi langsung dan mengumpulkan data sekunder dari berbagai sumber, antara lain e-journal, e-book, dan sumber lain yang relevan. Penelitian ini menghasilkan penataan hunian pada lahan baru yang sesuai dengan rencana tata dan desain hunian untuk permukiman nelayan dengan melakukan beberapa peningkatan kualitas mulai dari fasilitas kenelayanan, kualitas sistem drainase, sistem air bersih dan material bangunan yang digunakan sehingga memberikan kenyamanan untuk penghuninya.
