Abstract

Penelitian ini berfokus pada pengelolaan risiko operasional bongkar muat di Dermaga Jamrud Nilam Mirah menggunakan metode House of Risk, yang berfokus pada prioritas agen risiko dan strategi mitigasi. Dalam operasional bongkar muat curah kering teridentifikasi 36 kejadian risiko dan 23 agen risiko. Tiga agen risiko Utama yaitu operator kurang waspada, ceceran debu dari material B3, dan kerja di ketinggian dengan kondisi licin. Berdasarkan agen risiko tersebut, diidentifikasi enam strategi mitigasi prioritas yang mengurangi ETD sebesar 63%, yaitu Implementasi sistem peringatan otomatis, teknologi 3D, monitoring risiko berkelanjutan, pelaporan anonim, penggunaan drone dan algoritma prediktif. Pada operasional bongkar muat general cargo, terdapat 32 kejadian risiko dan 18 agen risiko. Tiga agen risiko Utama Yaitu Spreader & twislock bermasalah, beban melebihi batas SWL, Sumber api di area terminal dan Kebocoran sambungan. Berdasarkan agen risiko tersebut, didapatkan empat strategi mitigasi prioritas yang mengurangi ETD sebesar 63% termasuk Pemasangan sistem deteksi api otomatis, sensor sensitif, pelatihan tenaga kerja, dan teknologi pendeteksi keasaman. Pada operasional bongkar muat curah cair, terdapat 8 kejadian risiko dan 5 agen risiko. Tiga agen risiko utama yaitu Lantai dermaga licin akibat kontaminasi CPO, Ceceran saat melepas fleksible hose, dan Semburan CPO dari pipa pengeluaran. Berdasarkan agen risiko, diidentifikasi enam strategi mitigasi prioritas utama yang mengurangi sebesar ETD 71% yaitu Penggunaan Teknologi sensor nano pada pelapis dermaga, Sistem Drainase otomatis, material Absorme yang menyerap CPO, Penggunaan drone, material nanoteknologi, dan sistem pembatas magnetik.
