Abstract

Economic growth is one of the main indicators of successful development which is formed from various economic sectors. In East Java, Indonesia, the pattern of economic structural change is different from conventional theory, the transition from an agrarian to industrial economy in developing countries. This research was conducted with the aim of measuring the economic policy stimulus in the Coordinating Minister for the Economy Decree no. 13 of 2020 based on complex economic phenomena and problems faced by East Java Province. The research method used is descriptive quantitative, with a purposive sampling technique, using Gross Regional Domestic Product data for 2012-2020. Multiple Regression and Moderated Regression analyzes were carried out to test the hypothesis. This study found that superior regional products and investment did not have a significant impact on improving East Java's trade balance deficit, but had a significant positive impact on the growth of domestic demand and economic growth. The trade balance deficit does not have a significant impact on economic growth, while the growth in domestic demand has a significant impact on economic growth. Moderation of structural transformation weakens the influence of the Trade Balance on Economic Growth, but strengthens the influence of Domestic accounting on Economic Growth. The research results suggest 1) the East Java Provincial Government must focus on creating brands and developing superior products to increase domestic market demand; 2) increase promotion of superior products to attract investment; 3) be careful in encouraging structural changes so that the negative impact of the trade balance on economic growth can be mitigated through structural transformation, while the impact of domestic demand can be increased.
