Abstract
This research aims to find out how the status of the Statute owned by an Indonesian Football Association which is a non-governmental organization (PSSI) on how exactly the status of the PSSI Statute in the national legal system. The article in the FIFA Statute that prohibits any intervention, including intervention from a country through the government, on existing problems faced by FIFA members and if that happens there will be sanctions given to the state football association. The problem in this thesis is how exactly the legal status of the PSSI Statute is because it is proven that PSSI and FIFA are mutually binding to each other and PSSI is also subject to FIFA and how the form of PSSI's responsibility to the state if it reflects on the Kanjuruhan case. The data analysis method used in this research is descriptive normative method and the conclusion drawing method used is deductive method, for related problems. The results of the research are presented descriptively so that an explanatory picture of the problems discussed is obtained. The results of this study indicate that how the status of the PSSI Statute which is Lex Sportiva in the national legal system must still be subject to all the rules contained in the legal system in Indonesia. So that although recognized as Lex Sportiva, the position of the PSSI Statute cannot override the position of national law in Indonesia.
