Abstract

The implementation of regional autonomy is the embodiment of a decentralized system, with the hope that through the transfer of government authority by the central government to regional governments, it is an opportunity for each autonomous region to better regulate, manage and make decisions in managing its resources in order to increase the independence of regional governments. With the enactment of laws related to autonomy and efforts to improve the financial capacity of local governments. The main key to the success of public services is good governance. The existence of a good governance system will encourage the creation of a quality organizational management by prioritizing the principles of accountability and transparency. The purpose of this study is to determine the financial performance of the Surabaya City local government as a benchmark for good governance based on financial ratio analysis so as to be able to identify problems that hinder the financial performance of the Surabaya City local government in applying the principles of good governance. In this way, the latest progress of the financial independence of the Surabaya City government will be known. The research approach used in this study is a quantitative method. The data processed are in the form of regional financial statistics for the City of Surabaya, budget realization reports and the Surabaya City Regional Budget for the 2017-2021 period. The results of this study indicate that the Surabaya City Government in regional financial management through financial ratio analysis, based on the regional financial independence ratio is categorized as very effective (delegative) with an average ratio of 165.6% so that in its management there is no interference from the central government. The application of good governance principles in the Surabaya City Government is shown by the regional financial independence which is categorized as good and government programs that are right on target. The implication of the financial ratio analysis on the financial independence of the local government of the City of Surabaya shows that local revenue has a very large effect on the source of regional revenue. Regional financial independence is reflected in regional revenues which are greater than expenditures that must be spent but must run in proportion to programs that are implemented effectively and efficiently.
