Abstract

To empowerment society in taking out from poverty is the main agenda as an as an effort to make Indonesian people more prosperous within the recent twenty years. It will be the exact way for striving the welfare of society out of the poverty if it refers to: (a) locus, it is poverty areas; (b) focus, it is the main program for the poor to have means of livelihood; and (c) modus, it is the emphasizing and formulation of empowerment which is based on community autonomy, autonomy, and self-supporting basis. This study tries to measure the synergic, adaptive, and sustainability of social forestry program and significance of social forest governance for the empowerment of the villagers that live in nearby forest which is located in Ngawi regency, East Java province. By using survey research method and regression analysis, it can be concluded in these parts, namely: (1) social forest governance synergic is not maximum yet because of role domination and the main institution contribution of Perum Perhutani/forestry public corporation (central government mandate).; (2) the adaptation is good enough because the villagers make social forest program as their own main means of livelihood; (3) the sustainability of social forest program is very reliable in economy, ecology and social culture; and (4) In spite of being the effect of variable of social forest governance to the variable of empowering the people who live in nearby forest, the level of connection from both variables is low (only 13,5% of the empowerment variables can be described by using social forest government variable). It needs synchronizing the effort of empowerment forest villagers through social forest program with the rolling empowerment program of region (regency).
