Abstract
A penta helix is needed in collaborative governance between the local government and other stakeholders outside of the government to effectively handle complex issues related to dynamic development to create a child-friendly city in Tanjungpinang City. This study aims to describe existing collaborative governance, the role of local government, the business world, educational institutions, the public, the mass media, and collaboration models that have the potential to be developed as a form of collaborative development. This is a quasi-qualitative (descriptive qualitative) study. Data was collected using a variety of methods, including observation, interviews, documentary methods, audio-visual methods, and online data tracking methods. Informants are classified as key informants, main informants, and additional informants. This study included 40 informants from local government organizations, organizations outside of local government that were involved as collaborative partners, and community members who participated in activities. The collaboration theory of Chris Ansell and Alisson Gash is used in this study as an analytical tool to explain collaborative governance in the creation of child-friendly cities in Tanjungpinang City. According to the research findings, local governments have fulfilled their roles as facilitators, coordinators, stimulators, and dynamic actors. Businesses, academic institutions, NGOs (particularly the PUSPA Forum, Relawan SAPA, and PATBM), and the mass media have all contributed. However, several conditions could become impediments to Collaborative Governance in this child- friendly city policy. There is potential for the development of collaborative models between NGOs that participate in forums and outside forums, as well as the business sector and colleges. The study's findings point to the need for resource configuration from various organizational backgrounds that join a forum, the dominating composition of forum membership, diversification of communication media, and coordination to support activities aimed at fulfilling children's rights.
