Abstract
In religious life in Indonesia, the state has intervention in it. The purpose of state intervention is basically to provide protection for freedom of religion for every citizen. UU No. 1 PNPS 1965 as one of the laws that regulates religious ife in Indonesia is considered to have experienced a shift in values and tends to be discriminatory. One form of discrimination contained in Law No. 1 PNPS 1965 mentions certain religious namely Islam, Christianity, Catholicism, Hinduism, Buddhism, and Confucianism, besides that it also mention Judaism, Zarasustrian, Shinto, and Taoism. The mention of these religions raises the assumption that these religions receive official recognition from the state. The study aims to find out and analyze the extent to which Law No. 1 PNPS 1965 becomes the basic that legitimizes discriminatory acts in religious life, and to find out how the concept of limiting the number of religions carried out by the state, and how condition of religious life. In essence, the state has never explicitly mentioned the existance of an official religion, but the privilege granted by the state to certain religion indicate that there is a difference in the state treatment of religions as stated in Law No. 1 PNPS 1965 with an unspecified religion.
