Abstract

This study aims to analyze the financial performance of Surabaya City Government based on financial ratios for the fiscal years 2017-2022. The ratios used are the Local Own Revenue Effectiveness Ratio (REPAD), Regional Financial Efficiency Ratio (REKD), Regional Financial Independence Ratio (RKKD), Expenditure Activity Ratio (RAB), Local Own Revenue Growth Ratio (RPPAD), and Fiscal Decentralization Degree Ratio (DDF). The research method used is qualitative descriptive research. The data used is secondary data obtained from the Directorate General of Financial Balance (Direktorat Jenderal Perimbangan Keuangan or DJPK) website and the Surabaya City website. The research results indicate that the financial performance of Surabaya City Government, as measured by the effectiveness ratio, financial independence ratio, and fiscal decentralization degree ratio, can be considered as an autonomous local government. Although the efficiency ratio, expenditure activity ratio, and growth ratio do not show satisfactory results, the Surabaya City Government continues to strive to improve these ratios. Therefore, there are still many things that need to be done for the Surabaya City Government to optimize the implementation of regional autonomy.
