Abstract
The purpose of this study is to describe and explain the implementation of the Ngada Regional Regulation number 5 of 2020 concerning the fulfillment of the rights of persons with disabilities in Ngada District, East Nusa Tenggara. Research activities or field observations were carried out at the Social Service Office of Ngada Regency, East Nusa Tenggara. The results of this study were taken by means of researchers conducting direct observations and interviews with relevant informants. The results obtained from this study are that the fulfillment of the rights of persons with disabilities in Ngada District is still uneven, meaning that there are some people with disabilities who do not receive assistance at all, be it assistance in the form of funds, food or in the form of training. Through the results of interviews conducted by researchers, there are several things that have become an inhibiting factor in implementing this Regional Regulation, namely that there are still several proposals that have not been answered by the central government and fiscal limitations, especially in the last 3 years with the Covid-19 virus so all funds are in switch to Covid-19 funds.
