Abstract

The purpose of this study is to find out how to enforce the law in the case of supporter riots at soccer matches in Indonesia so that legal issues are found regarding what forms of crime are committed against supporters who are involved in riots at soccer matches in Indonesia and how to enforce the law based on the regulations. apply. This research was carried out in a descriptive normative manner using a statutory and conceptual approach. So it was concluded that the form of crime that occurred during the riots was a disturbance of public order; Destruction of public facilities; Destruction of other people's property; Persecution that causes minor injuries to serious injuries; The provocative act of the provocateur. In terms of law enforcement, the police officers carry out their duties in accordance with their duties and functions as protectors in society as regulated in Law Number 2 of 2002 concerning the Police. PSSI also carries out tasks according to the Organizational Regulations concerning the PSSI Disciplinary Code and the 2021 PSS/ Safety and Security Regulations and if one of the supporters is proven to have committed violence in terms of persecution that caused someone's injury and/or death, sanctions will be imposed according to the Criminal Code. . Meanwhile, the preventive countermeasures carried out are inculcating anti-hooliganism awareness; Prohibition for hooligans or rioters or someone who riots to watch a match; Freezing all football leagues in Indonesia for a certain period of time; Training for Supporters; Open communication between the club and supporters; The mass strike of supporters as a form of supporter protest was the disappointment of the supporters over the poorness of the club's players being supported
